There are several steps that you need to take to become a notary public in the state of California. California has specific laws to determine who is eligible to become a notary public.

We have all seen signs for notary public services posted around our towns. Notary public services are available in post offices, banks, and even grocery stores. A notary public can witness signatures on legal documents, administer legal declarations and oaths and can perform other acts depending on the area of the country that they reside. Like most other states, to become a notary public in California there are specific qualifications that you need to meet before you can be certified.

To become a notary public in California, you must meet and complete each of these requirements in this order:

* Be at least 18 years of age or older * Be a legal resident of California * Complete a Secretary of State approved course of study * Pass a written exam * Clear a background examination

Prior to being appointed as a notary public you need to complete a Secretary of State approved course of study from an approved vendor. To find a list of approved vendor in your area, consult the California Secretary of State’s website.

The classroom instruction will provide the prospective notary public with the training that they will need on the job. They will receive a full understanding of the responsibilities and duties of a notary public. They will also learn ways to effectively reduce legal action taken due to misconduct by a notary public.

All students will receive a certificate of completion when they have successfully completed the required six hour classroom instruction. Once the mandatory course of study is completed, you will need to register for your exam. The certificate is valid for up to two years, and you will need to present it to sit for your notary public exam. If the certificate is expired prior to taking the exam, the classroom time will need to be retaken.

Once notary public exam is passed, you will need to be finger printed and submit to a background examination. Your exam will expire one year from the date that they test was taken. If you do not submit for your background examination within the one year period, you will have to retake the test.

Effective January 1, 2008, all prospective notary publics must submit to a background examination by the FBI as well as the California department of justice. The background examination must come back clean before appointment of notary public can be issued. As part of your background examination, you will have to admit any arrest that has a pending court date as well as any convictions. Convictions dismissed under Penal Code Section 1203.4 and 1203.4a must be disclosed even if they were dismissed. If you have any questions about arrests or convictions, make sure to contact the California Department of Justice.

All convictions must be disclosed, and the California Secretary of State can recommend denial of your notary public license for any of the following reasons:

* Failure to disclose any arrest or conviction * Conviction of a felony * Conviction of a misdemeanor where less than ten years have passed since the completion of probation

When the background examination comes back, the notary public applicant will receive a commission packet. The packet will include further instructions and a commission certificate. You will also receive the forms that you need to have your seals manufactured and the instructions to have your final oath and bond issued.

What is a quality manual for ISO 9001?

A quality manual is the main, top-level document of a quality management system. It is similar to a constitution of a country or a manifesto of a party. This type of document establishes the policy level position of a government, party or in the case of a quality manual, a company. There are two published definitions of what a quality manual for an ISO 9001 quality management system should be:

ISO 10013, Guidelines for Developing Quality Manuals, element 4.2, gives detailed suggestions for creating a quality manual. It defines a quality manual, among other requirements, as a document that should “consist of, or refer to, the documented quality system procedures intended for planning and administration of activities which impact on quality” ISO 9001:2000, element 4.2.2 describes a quality manual as a document containing:

- your QMS scope and justified exclusions;

- the documented procedures or reference to them;

- relationships between the processes of your quality management system.

If we follow the requirement 4.2.2.a of ISO 9001:2000 Standard, we simply need our quality manual to clearly define the scope of our QMS, exclusions, if any; reference our procedures and define interactions between the processes.

Definition of the scope is usually placed into the ?Scope? section of the manual. It simply states what activities your company performs. For example: ?My Company, Inc. designs, manufactures and distributes card board boxes for high volume customers? or ?My Company, Inc. provides ISO 9001 consulting and training services for service companies?

When the scope is defined and exclusions are determined, it?s time to describe used processes and determine reference to the corresponding procedures. As I found through my consulting and auditing work, the best way to start this step is to transform the standard from a set of applicable requirements into your company?s commitment to satisfy those requirements. For example: If the standard in element 5.6.1, requires that the “Top management shall review the organization?s quality management system at planned intervals, to ensure its continuing suitability, adequacy and effectiveness,” our manual will state: “My Company, Inc.?s top management review the quality management system on at least a quarterly basis to ensure its continuing suitability, adequacy and effectiveness per the Management Review Procedure.”

As you can see, a reference to a specific procedure satisfies the second requirement for a quality manual. Following this approach by addressing all applicable elements of the standard and referencing corresponding procedures, we will establish a manual that meets the requirements of ISO 9001:2000 standard.

Now we need to choose a method to document interactions between our processes. There are a few ways to do it. One typical method is to utilize Figure 1 in ISO 9001:2000 standard. This figure shows a model of a process-based QMS. In addition to that, referenced documents will show what processes are “attached to those listed in our quality manual. Some models are available on the Internet. Just, type “process interaction matrix” and you will find your answers.

Now, when we addressed the requirements of ISO 9001:2000 standard for quality manual, consider this. A well written and professionally designed quality manual may become a powerful marketing tool. It can communicate to your prospects and customers that your organization is not only a quality-conscious organization, but that it also knows how to document and communicate its commitment to quality through your quality manual.

I always wonder what companies achieve by stamping their quality manuals in bold capitol red letters ?CONFIDENTIAL?. As far as I?m concerned, a quality manual is a company?s resume for quality, and if you hide your resume, there is a very good chance that you will never get a job!
